Live through councils; merges into one low-income scheme from 2027/28.
What it is
The Warm Homes Plan puts £15bn into home energy upgrades to 2030. Warm Homes: Local Grant is the part delivered by councils, with £960m nationally in 2026/27.
From 2027/28 it merges into one low-income scheme. Each council runs its own programme and funding is limited, so your council confirms eligibility.
Who qualifies
- Homes in England.
- Low-income households: income under about £36,000 a year, or on means-tested benefits (criteria set by the scheme).
- Homes rated below EPC C (D to G).
- Owner-occupiers, and private tenants with their landlord's permission. Council and housing association homes are covered by the Social Housing Fund instead.
What it pays for
- Insulation
- Solar PV
- Batteries
- Heat pumps
- Smart controls
How much
A grant through your local council. What it covers depends on your home and the measures it needs.
How LINX handles it
- 1
Check your eligibility
The checker uses your postcode to find your council and checks the income and EPC criteria.
- 2
Gather the evidence
We help you pull together what your council asks for, such as proof of income or benefits and an EPC.
- 3
Plan the work
We explain what your council's programme covers and plan measures in the right order: fabric first.
Where LINX isn't certified for a funded measure, the work is delivered through an approved ECO installer or funder partner, and we'll tell you who before anything starts. We'll never ask you to pay upfront for funded work.
